A loan stage assignee fix, and a member ID safeguard

Summary
Twelve items shipped. The dropdown for choosing a loan stage's default assignee is fixed where it showed no users to choose from, at an institution in Kenya, and self-member onboarding through the web no longer assigns a new member an ID that already belongs to someone else. A run of loan and reporting fixes lands alongside.
What's new
- The dropdown for choosing a loan stage's default assignee is fixed where it showed no users to choose from, across every loan product and branch, at an institution in Kenya.
- Self-member onboarding through the web no longer assigns a new member an ID that already belongs to another member.
- Transactions stuck without posting fully are fixed, at an institution in Tanzania.
- A rounding error that could leave a loan showing as Over Paid despite repayments being fully settled is fixed.
- A loan application now links from the member's ID to their details, matching the Loan details page.
- The cancel button on a draft invoice, missing under some conditions, is restored.
- Opening a loan account no longer produces an error.
- The Loan Repayment tab now scrolls through every row automatically, with the total reflecting every row instead of just the page shown.
- A client who belongs to multiple groups can still log in after being removed from just one of those groups.
- Accrued interest on a savings account is now captured on the member's statement, at an institution in Uganda.
- Deleting an imported transaction no longer fails with an error.
- A separate loan repayment stuck without completing is fixed.
