Business Account access and a run of fixes

Summary

This build is mostly about Business Account access controls, along with a run of ledger, teller and reporting fixes. Business Account access moves to a role-based check instead of an email match, a checkbox controlling that access is fixed, and staff without access will see a clear message instead of a technical error. Trial Balance reports will show the correct opening balance for a mid-year date range, the Saving Snapshot report will show each member's group again, and loan reports will keep working when the caching service is briefly unavailable. Teller Transaction History gains download, print and balance display, the Accounts tab shows a loan's balance, interest and charges at a glance, member account statements will always show the member's name, and invoice lists can filter payment and invoice status separately. A handful of smaller fixes round out the release: a ledger category will show consistently across branches, a stray pipe symbol in entry narrations is removed, a two-factor verification setting will no longer get unchecked on the wrong channel during a password reset, and errors blocking an application form submission, a pending charge deletion, a charge with a delayed frequency, a group cash withdrawal and a reconciliation report are all being corrected.

Business Account access will be based on an administrator's assigned role instead of a match on their email address.
An issue where turning an administrator's Business Account access on or off could fail to save will be fixed.
Administrators without Business Account access will see a clear message instead of a technical error, and will no longer see a Business Account menu they cannot use.
Trial Balance and Comprehensive Trial Balance reports will show the correct opening balance when you filter to a range starting partway through the year, instead of always showing the balance from the start of the year.
The Saving Snapshot report will show each member's group again on download.
Invoice lists will let you filter by invoice status and payment status separately.
Loan reports failing to load when the caching service is briefly unavailable, as seen at one institution in Uganda, will be fixed so the system falls back to fetching data directly.
A fix is planned so recalculating a loan's interest after a repayment no longer overwrites or misdates interest already posted in a prior financial year.
Teller Transaction History will gain the ability to download or print the list, and will show the account balance alongside each transaction.
The Accounts tab will show a loan's balance, interest and charges at a glance, without needing to open each loan individually.
Member account statements will always show the member's name.
An error blocking submission of some application forms because of the phone number format will be fixed.
An error blocking admins from deleting a pending charge will be fixed.
An error adding a charge caused by a delayed-charge frequency option not showing will be fixed.
An error sending the verification code for a group cash withdrawal will be fixed.
The reconciliation report will only show transactions for the ledger you select, instead of pulling in unrelated ones.
Newly registered members will be able to receive the email code needed to verify their email address during registration, as seen at an institution in Kenya.
An issue where resetting your password by phone could turn off email verification, and resetting by email could turn off SMS verification, will be fixed.
A category added to a ledger in one branch will show on the same ledger in all other branches, instead of only the branch it was added in.
A stray pipe symbol at the end of an entry's narration in the accounting entries report will no longer show when there is no comment.
