A SACCO belongs to its members. They own it, fund it and govern it. Clear, fair membership rules (who can join, what they commit to, and what happens when they leave or pass away) protect both the member and the society.

Why it matters: every share, every vote and every loan starts with a properly admitted member. Weak membership records, such as missing applications, unverified eligibility or no nominee, cause disputes, delayed payouts and audit findings later. Getting the basics right at joining saves trouble for years.

Who can join

Membership rests on a common bond, the shared employer, community, church or trade that the SACCO was formed to serve. Before admitting anyone, confirm they qualify:

  • They fall within the SACCO's common bond as set out in the by-laws.
  • They meet the minimum age and any residency or employment condition.
  • They can buy at least the minimum shares and pay the entrance or registration fee.
  • They are not barred (e.g. an undischarged defaulter from another cooperative, where the by-laws say so).

Joining: application and registration

  • The applicant completes and signs the membership application form.
  • They pay the entrance fee and buy the minimum share capital.
  • The Board (or membership committee) approves the application. Admission is a decision, not automatic.
  • The new member is entered in the members' register with a unique member number, date of admission and contact details.
  • Give the member a copy of the by-laws (or a summary) so they know their rights and duties from day one.

A member's rights and obligations

Rights:

  • Attend and vote at the Annual General Meeting, one member, one vote.
  • Elect leaders and stand for election.
  • Use the SACCO's savings and loan services.
  • Share in any dividend or interest-on-savings the AGM approves.
  • See the audited accounts and ask questions of the leadership.

Obligations:

  • Buy and maintain the required shares, and save regularly.
  • Repay loans on time and honour any guarantees given for others.
  • Keep personal and nominee details up to date.
  • Follow the by-laws and the decisions of the general meeting.

Naming a nominee

Every member should name a nominee (heir), the person who receives their shares, savings and deposits if they die. Record it at joining and let members update it after life events (marriage, a new child, bereavement). A clear nomination means the SACCO can pay out quickly and correctly, without waiting on a lengthy estate process, and it avoids family disputes.

When a member dies

On the death of a member, the SACCO settles the member's account with the named nominee. Their shares, savings and deposits are paid out (or transferred), less any outstanding loan balance or guarantee liability. Keep the nomination form, the death notification and the settlement record on file for the auditor.

Leaving the SACCO

For voluntary withdrawal, the member gives notice as the by-laws require. Refund their shares, savings and deposits less any money they owe (loans, guarantees, fees). Withdrawal may be held back briefly if a refund would breach the SACCO's minimum capital.

Expulsion applies for serious breaches (fraud, persistent default, acting against the SACCO), following the process and appeal rights in the by-laws. Never expel without due process.

Update the members' register whenever someone leaves, and record the reason and the final settlement.

Quick checklist

  • Every member has a signed application and is entered in the register with a member number.
  • Eligibility (common bond) is verified before admission, and admission is Board-approved.
  • Each member has paid the entrance fee and holds the minimum shares.
  • Every member has a named nominee, reviewed and kept current.
  • Exit and expulsion follow the by-laws, with refunds paid net of what the member owes.
